The City of Los Angeles has been trying to enact rules to regulate the home vacation rental market for many years.

The City of Los Angeles has been trying to enact rules to regulate the home vacation rental market for many years.

The latest wrinkle has come in the question of whether homeowners are allowed to rent out their non-primary residences -- second homes or investment properties -- on such platforms on Airbnb and HomeAway.

The fight has pitted two city council members against one another. While Mike Bonin, who represents such beach communities as Mar Vista and Venice, wants to limit short-term vacation rentals to just someone’s primary residence, councilman Mitch Englander want the city to consider setting up a different set of rules for second homes and investment properties.

The full city council is scheduled to vote on the issue Tuesday.
